Essay plan: discussion (discuss both views)

Faced with choked streets, governments reach for one of two tools: build more roads or build better buses and trains. After weighing both, I side clearly with public transport investment, because new roads treat the symptom while transit treats the disease. The argument for roads sounds like common sense: more lanes should mean more space and shorter journeys, and drivers vote. Roads also serve freight and regions where trains will never reach every farm and factory gate. Yet decades of traffic studies document what engineers call induced demand: within a few years, wider highways attract new drivers who fill the new lanes, and congestion returns at greater scale and cost. Cities that doubled their expressways rarely halved their traffic. Public transport, by contrast, changes the arithmetic of the street. A single rail line carries tens of thousands of people per hour on land narrower than a two-lane road, and every full bus removes dozens of cars. Transit is also social infrastructure: students, workers and the elderly who cannot afford cars gain access to jobs, schools and hospitals, so the whole labour market widens. Lagos commuters who once lost four hours daily in traffic and now ride the new rail lines are a live demonstration that time, productivity and dignity return together. In conclusion, roads remain necessary for freight and rural access, but as the primary answer to urban congestion they fail by inviting the traffic they promise to cure. Sustained investment in public transport moves more people, more fairly, on less land, and deserves the larger share of the budget.
